摘　　要： 本文从企业创新决策基本模型出发,构建了政府科技经费影响企业自主研发意愿、产学研合作意愿及创新投入意愿的模型,利用1610家企业连续4年的追踪数据,采用面板数据固定效应模型进行实证分析,对比不同生命周期企业的差异性。研究发现:政府科技经费能增强企业自主研发意愿,但引致效应系数较小;能有效引导企业开展产学研合作,但存在滞后性;能有效引导企业加大研发投入,在当期表现为"杠杆效应",滞后两期均表现为"挤出效应";不同生命周期企业引导效果存在显著差异,成长期和成熟期企业引导效果最好,初创期和衰退期企业次之。 Based on the basic model of enterprise innovation decision, the paper constructed three models of the impact of governmental R＆D investment on the willingness of Enterprises＇R＆D selection, corporation and investment, using panel data of 1610 Chinese enterprises from 2010 to 2013. This paper also discussed the difference between the different lifecycles enterprise. We found that, governmental R＆D investment could heighten the willingness of R＆D activities, but the effect is not good. It also could heighten the willingness of R＆D corporation, which had time lag effect. The impact on the enterprise of Growth-stage and Mature-stage was better than Starting-stage and Recession-stage.
