摘　　要： 构建要素自由交互与平等交流的新型工农城乡关系是我国未来经济发展的新增长点,畅通国内大循环的关键所在,2035年远景目标的重要内容。基于要素流动视角,发现劳动力要素双向流动梗阻、土地要素流动城乡有别、资本要素双向流动动力不足以及数据信息要素交换传递不畅是影响新型工农城乡关系构建的症结。因此,需要以新思维,寻求新突破,以城乡一元化思维,健全城乡融合发展体制机制;以乡村建设行动为契机,推进要素市场化改革;以“双循环”为抓手,促进城乡要素双向流动;以县域城镇化为重点,完善城乡要素统一市场。 The construction of the new industry-agriculture and urban-rural relationships with free and equal exchange of factors is the new growth point of China’s future economic development,the key to unblocking the big internal circulation,and the important content of the vision target for 2035.Based on the perspective of factor mobility,block of two-way flow of labor factors,the difference between urban and rural areas of land factor mobility,insufficient power of two-way flow of capital factors,unsmooth exchange and transmission of data,and information factors are the sticking points that affect the construction of the new industry-agriculture and urban-rural relationships.It is necessary to adopt new thinking,seek new breakthroughs,and perfect the urban-rural integration development system and mechanism with the urban-rural monism.It is necessary to take the rural construction action as an opportunity to promote the marketization reform of key elements and the“dual circulation”as the starting point to promote the two-way flow of urban and rural factors.We should focus on county-level urbanization and improve the unified market for urban and rural elements.
