摘　　要： 随着气候变化引发一系列问题的出现，国家作为新气候治理中的主体作用不容忽视，从国家层面研究气候政策创新对于气候问题的解决具有重要意义。本文首先界定气候政策创新的概念与内涵，梳理国外气候政策创新的发展进程——从减缓政策到适应政策，接着从政策发明、政策扩散和政策评估三种视角考察了国外气候政策创新的来源、动力和影响，最后对国外气候政策创新的研究现状和不足进行了总结，以期为我国气候政策创新的理论与实践带来启示。 With the emergence of a series of problems caused by climate change, states as main actors cannot be neglected in the new climate governance. Studying climate policy innovation from the state level is of great significance to the settlement of climate problems. This paper first defines the concept and meaning of the climate policy innovation and then combs the development process of foreign climate policy innovation, from mitigation policy to adaptation policy. Then the paper studies the sources, dynamics and effects of climate policy innovation from three perspectives, namely： policy invention, policy diffusion and policy evaluation. Finally, this paper summarizes the research situation and the deficiency of foreign climate policy innovation, in order to bring our country some illumination about the theory and practice of climate policy innovation.
