摘　　要： 在中国社会发展转型过程中,公共环境项目对推动社会发展和完善社会福利发挥了重要作用,但是随之而来的社会冲突也日渐增多,严重影响社会和谐稳定和经济持续发展。如何化解公共环境项目在立项、选址、建设与营运过程中的社会冲突成为政府与学界共同关注的重要问题。本文以B县垃圾焚烧发电厂这一典型公共环境项目为案例,进行深入调查研究,将政治动员、资源整合和公共治理理论相结合,创新性地构建公共环境项目治理的'政治动员-资源整合'理论解释框架,诠释群体性事件的触发机理及其治理逻辑。研究发现,政府应对具有争议的公共环境项目进行全方位、全过程的监控。一方面,政府要积极拓宽公众参与的途径,减轻公众的恐慌;另一方面,政府要积极与社会协作,动员社会力量、整合分散资源、构建综合治理体制机制。基于此框架的分析,能够获得B县公共环境项目建设与运营过程中冲突治理的成功经验;同时,有利于反思其他公共环境项目由于社会冲突而失败的原因。这对于探索与完善公共环境项目的治理机制具有重要意义。 In recent years,in the process of China’s economic growth and social development transformation,public environmental projects play an important role in promoting social development and improving social welfare,but the social conflicts are also increasing,seriously affecting social harmony and stability and sustainable economic development.How to resolve the social conflicts of public environmental projects in the process of project establishment,site selection,construction and operation has become an important issue both concerned by the government and the academic community.Taking the incineration power plant of B County which is a typical public environmental project as an example,this paper makes an in-depth investigation,combines the theories of political mobilization,resource integration and public governance,constructs the theoretical interpretation framework of'political mobilization-resource integration'for public environmental project governance,and annotates the triggering mechanism and its governance logic of mass incidents.It is found that the landing of controversial public environmental projects should be monitored from decision-making,site selection,project construction to operation management in an all-round and whole process.On the one hand,the government should actively broaden the channels of public participation to alleviate public panic.On the other hand,the government should actively cooperate with society,mobilize social forces,integrate and disperse resources,and build a comprehensive governance system and mechanism.Nevertheless,as a single case study,the theoretical model in this paper is extracted from the actual situation of the case,which may lack universality.Further more,this paper innovatively constructs the theoretical interpretation framework of'political mobilization-resource integration'for public environmental project governance and analyzes the process of conflict management of all stakeholders in the construction and operation of public environmental projects in B County,an
