摘 要: 基于岗位要求和责任性质的本质区别,领导职务公务员和非领导职务公务员在考核价值取向和内容设计上应是根本不同的。当前我国领导职务公务员与非领导职务公务员在考核上高度同质化,这既缺乏充分的学理依据,又缺乏现实的可行性。当务之急是调整考核的价值取向,建立一种基于绩效导向的非领导职务公务员考核制度,并据此调整考核内容设计、重构考核指标体系和重新定位考核功能。 As the requirement of positions and nature of responsibilities are fundamentally different, there should have substantial differences in the values and contents of appraisals between the civil servants at leadership position and those of non - leadership position. This paper argues there are high - degree homogenization between the two kinds of appraisal systems, which lacks not only the adequate theoretical basis but also the practical feasibility. Therefore, the urgent task is to adjust appraisal values, establish a Performance - oriented non - leadership position civil servants appraisal system, and accordingly to adjust the appraisal content design, reconstruct appraisal indicator system and re -position appraisal functions.
