摘　　要： 经济发展新常态要求产业优化结构与错位发展。汕潮揭三市产业错位发展存在的问题是产业趋同现象严重、产业规模化不足、比较优势难以发挥、统一市场体系尚未形成等。因此,必须通过打牢经济社会发展基础、突出特色优势和狠抓开放创新等措施,来实现新常态下汕潮揭三市产业的错位发展。 The new economic norm requires the optimization and upgrade of the industrial structure andthe differential development of industries. We know that the problems in the development of industries in thethree cities of Shantou, Chaozhou and Jieyang are the serious industrial convergence, the insufficient industrialscale, the constrained comparative advantages, the unformed unified market system and so on. The articlemakes several suggestions on how to realize the differential development of industries in these three cities un-der the new norm： laying a solid foundation for economic and social development, highlighting the characteris-tics and advantages, and paying a close attention to openness and innovation.
