摘 要: 目前,我国地方性高职院校管理体制存在着对资源管理的权、责、利不明确、运行机制缺乏竞争性和流动性、权力结构失衡、人事制度改革滞后、内部分配制度缺乏激励性、教学组织与实训管理不理想等问题。针对这些问题,改革对策是:加强和改进党委领导下的院长(校长)负责制;建立自我约束、自我发展的机制;正确处理集权管理与分权管理、行政权力与学术权力的关系;加快人事分配制度改革和加强内涵建设,实施品牌战略等。 Nowadays, there exist many problems in the management system of regional higher vocational schools, such as the ambiguous relations between power, liability and benefit in resource management; lack of competitiveness and flexibility in operation mechanism; unbalance of power structure; delay of reformation of personnel system; lack of encouraging mechanism in allocation system; defects in teaching and practice training of students. Aiming at these problems, the reform coun- termeasures are: strengthen and improve the principal accountability system under the leading of Communist Party Council; establish self-management and self-development system; regulate the relationship between power concentration and division and between administrating power and learning power; speed up reformation of personal allocation; strengthen quality construction; implement outstanding brand strategy.
