摘　　要： 受地域、产业及自然条件等因素影响,国定贫困县产业单一,发展能力不足,贫困人口脱贫后容易返贫。本文分析了国定贫困县金融扶贫政策变迁情况,立足西北五省选取9个样本县,运用随机前沿分析模型计算各县的金融扶贫效率,并运用Tobit模型对影响金融扶贫技术效率的因素进行回归,确定了影响因素及各因素影响程度。从巩固脱贫成效、提高金融扶贫效率的角度出发,建议对脱贫摘帽后的国定贫困县,坚持脱贫不脱政策,在保证脱贫成效的基础上提高金融扶贫效率,深化贫困地区金融服务的广度深度,推进金融扶贫由"特惠"向"普惠"发展。 Affected by factors such as region,industry and natural conditions,the national poverty-stricken counties have a single industry and insufficient development capacity.The poor people are easy to return to poverty after they get rid of poverty.This paper analyzes the changes of financial poverty alleviation policies in the national poverty-stricken counties,selects nine sample counties in the five northwestern provinces,uses the stochastic frontier analysis model to calculate the financial poverty alleviation efficiency of each county,and uses the Tobit model to return the factors affecting the efficiency of financial poverty alleviation technology.The influencing factors and the degree of influence of each factor were determined.From the perspective of consolidating the effectiveness of poverty alleviation and improving the efficiency of financial poverty alleviation,it is recommended that the poverty-stricken counties after poverty alleviation should adhere to the policy of poverty alleviation,improve the efficiency of financial poverty alleviation on the basis of ensuring the effectiveness of poverty alleviation,and deepen the breadth of financial services in poverty-stricken areas.Promote financial poverty alleviation from“extraordinary”to“inclusive”.
