摘　　要： 申论写作与传统的写作不一样,申论写作背景要响应时代性,内容要注重对策性,考试材料具有实证性,文章结构严密性,语言表达简明性,"五性"更是体现了申论写作的独特性。 The argumentative writing of the Explaining-expounding Capacity Examination differs from traditional writing.Its background should respond to the temporal spirit. Its content should focus more on the countermeasure. The material of the exam is supposed to be empirical. The structure is characterized by strictness. The expression of the language is of simplicity.The five main characteristics represent its uniqueness.
