摘 要: 以平衡记分卡为理论基础,围绕"财务""客户(患者)""内部流程"和"学习与成长"4个维度收集指标条目,构建指标体系理论框架。通过问卷调查和两轮专家咨询构建了一套包含19个一级指标、121个二级指标的三级公立医院绩效考核指标体系。第一轮专家咨询的积极系数为1. 000,权威程度为0. 8594;第二轮专家咨询的积极系数为0. 875,权威程度为0. 8631;协调系数为0. 175,P <0. 01。该指标体系构建方法合理科学、专家权威程度高,可以为客观公正评价公立医院的运行绩效提供依据。 It collects index item and constructs index system theorerical framework based on theorerical basis of balanced scorecard,and four dimensionalities of finance,client( patient),internal process,learning and growth. Through questionnaire survey and two-wheeled expert consultation,it builds a set of performance evaluation index system which include 19 first calss indicators and 121 second calss indicators for tertiary public hospitals. The positive coefficient of the first round expert consultation is 1. 000,the authority coefficient is 0. 8594. The positive coefficient of the second round expert consultation is 0. 875,the authority coefficient is 0. 8631,and cooperation index is 0. 175,p < 0. 01.The construction method is reasonable and scientific,and with high authority coefficient. It can provide the basis for Objectively and fairly evaluate the opratinal performamce of tertiary public hospitals.
