摘　　要： 国家于2015年大力推进“大众创新,万众创业”。清远市的海归人才普遍学历较高、家庭背景较富裕,在管理、技术等方面具有海外优势。在“双创”的背景下,清远市也致力为海归人才创新创业提供优惠政策和特别举措,但依然面临着政策更新、形成产业集聚、改善周边创业环境等方面的挑战,进行相应的改善是继续推动海归人才落户清远,助力清远发展的重要一步。 In 2015,China has vigorously promoted "Mass Innovation,Public Entrepreneurship"around the nation.The returnees of Qingyuan city generally have the higher academic qualifications and the better family backgrounds,with the advantages in the oversea management,technology and so on.In the context of "Double Creation",Qingyuan has committed to providing the related policies and special initiatives for the innovation and entrepreneurship of returnees in the past 5 yeas,but the city is still facing the challenges,such as policy renewal,the formation of the industrial agglomeration,and the improvement of the surrounding entrepreneurial environment.Making corresponding improvements is an important step in the continuous promotion and support for the innovation and entrepreneurship of the foreign returnees.
