摘　　要： 目前新型研发机构已成为区域创新体系的重要组成部分,是服务产业转型升级的重要支撑力量。其中,由地方政府与高校或科研院所合作共建是新型研发机构的主要组建模式之一。但通过实地调研发现,该类新型研发机构的国有资产管理存在管理效率不高、资产容易流失等问题,严重制约着其高质量发展。为此,文章采用探索性与解释性结合的多案例研究方法,结合法人属性视角,系统剖析了高校院所共建型新型研发机构国资管理的典型问题,并由此提出相关的对策建议。研究表明:(1)长期股权投资不明、无形资产价值不清和国资管理权力受限是该类新型研发机构国资管理的主要问题;(2)现有国资管理的法律法规对事业单位法人性质机构的束缚,是产生上述问题的关键;(3)应采取评估处置前的长期股权投资、建立健全无形资产管理体系、完善国有资产登记管理工作等策略来化解。 At present,the new R&D institutions have become an important part of the regional innovation system and an important supporting force for the transformation and upgrading of the service industry.Among them,the cooperation and co-construction of local governments and universities or scientific research institutes are one of the main modes for the establishment of new R&D institutions.However,through field research,it is found that the current state-owned assets management of this new type of R&D institutions is not efficient and it is easy for them to drain state-owned assets,which seriously restricts its high-quality development.For this reason,this paper uses the multi-case study method of exploration and explanation,combined with the perspective of corporate nature,systematically analyzes the typical problems of state-owned assets management of new research and development institutions jointly built by colleges and universities,and then puts forward relevant countermeasures and suggestions.The results show that:(1) Unclear long-term equity investment,unclear value of intangible assets and limited management of state-owned assets are the main problems in the management of state-owned assets of this new type of R&D institutions.(2) The existing laws and regulations on the management of state-owned assets restrict the organization of institutions,which is the key to the above problems.(3) The problems should be solved by evaluating the long-term equity investment before disposal,establishing and perfecting the management system of intangible assets,and perfecting the registration and management of state-owned assets.
