摘　　要： 特朗普上台后,美国政府在南海问题上的挑衅不断升级。美方的表现一方面与其在亚太特别是南海地区的总体地缘利益有关,另一方面也与特朗普的对华战术选择有关。特朗普企图以南海问题为筹码,来换取中国在贸易问题和朝鲜半岛问题上的让步。然而,特朗普政府的南海政策不可能偏离美国政府长期以来亚太战略的基本框架,无论是在南海挑衅还是与中国进行利益交换,均是服务于美国当前利益的短期行为,中国决不应以牺牲主权和战略利益为代价换取美国一时的让步。在南海问题上中国应正确判断美国的意图,做出恰当应对,要重视国际规则,坚持U形线内水域"主权水域"地位,慎用"领海"概念。 After Trump came to power, the provocation of the U. S. government on the South China Sea issue continued to escalate. On one hand, the US＇s performance is related to its overall geographical interests in the Asia Pacific region, especially in the South China Sea, and on the other it is related to Trump＇s tactical choices for China. Trump attempted to use the South China Sea issue as a bargaining chip in exchange for China＇s concessions on trade issues and the Korean Peninsula issue. However, the South China Sea policy of the Trump administration cannot deviate from the basic framework of the US government＇s long - teml Asia - Pacific strategy. Whether it is provocation in the South China Sea or interest exchange with China, it is a short -teml act to serve the current interests of the United States. China should never sacrifice sovereignty and strategic interests at the expense of the United States for a moment＇s concessions. On the issue of the South China Sea, China should currectly judge the intentions of the United States and make appropriate responses. We must attach importance to international rules, adhere to the status of ＂ sovereign waters＂ within the U - shaped waters, and avoid using the concept of ＂ territorial waters＂.
