摘　　要： 随着全球化、市场化、信息化和城市化浪潮的冲击,我国基层治理结构受到了有史以来的严峻挑战,传统生产方式、生活方式和治理方式面临着巨大的阵痛与裂变。依据情境领导理论、利益相关者理论和委托代理理论的核心观点与理论要素,根据基层治理主体的实践功能,提出并阐释了基层治理成熟度的概念意涵、理论要点和提升路径。基层治理成熟度是指基层社会在追求善治的过程中所具备的综合治理能力和发展意愿程度,从宏观上来说,主要包括领导成熟度、参与成熟度和协同成熟度等三个方面。我国基层治理实践过程中的基层治理成熟度呈现出明显的地域差异性,总体上表现为人口密集地区优于人口散布地区、资源丰足地区优于资源匮乏地区、经济发达地区优于经济欠发达地区。转变基层领导干部的领导方式、提升基层领导干部的综合能力、增强群众公共参与的意识和能力、完善基层治理的公共参与机制和扶助基层自组织发展等途径构成了提升基层治理成熟度的关键路径和重要方式,成为了推进国家治理体系和治理能力现代化的重要组成部分。 With the impact of the wave of globalization,marketization,informatization,and urbanization,China’s grassroots governance structure has been severely challenged in history,and the traditional mode of production,the mode of life,and the way of governance are facing great pains and fission.According to core ideas and theoretical elements of situational leadership theory,stakeholder theory,and principal-agent theory,and to the practical functions of grassroots governance subject,this article proposes and explains the conceptual meaning of,theoretical points of,and improvement path of the grade of maturity of governance.We believe that the grade of maturity of grassroots governance refers to the grade of comprehensive governance ability and development willingness of grassroots society in the process of pursuing good governance.From a macro perspective,it mainly includes three aspects,namely the grade of maturity of leadership,the grade of maturity of participation and the grade of maturity of collaboration.In the process of China’s practice of grassroots governance,the grade of maturity of grassroots governance presents obvious regional differences,which are generally shown as facts that densely populated areas are better than dispersedly populated areas,that resource-rich areas are better than resource-poor areas,and that economically developed areas are better than economically underdeveloped areas We proposed that ways such as transforming the mode of leadership of grassroots leading cadres,promoting the comprehensive ability of grassroots leading cadres,enhancing the consciousness and the ability of mass public participation,improving public participation mechanism of grassroots governance.and supporting the development of grassroots self-organization constitute critical paths important approaches of improving the grade of maturity of governance and become an important component of promoting China’s governance system and China’s modernization of governance capacity.
