摘　　要： 服务业是香港的支柱产业,也是受CEPA影响最大的产业。CEPA的实施是否促进了香港服务业发展仍然是存在争议的问题。本文通过事实考察和计量分析,探讨了CEPA对香港服务业发展的影响。结果表明,CEPA提高了香港服务业进入内地的自由化程度,促进了香港与内地的服务贸易,对香港服务业发展产生了积极的促进作用。但受多个内外因素的影响,这种促进作用存在先增大然后减小的变化。当前,香港应抓住《内地与香港CEPA服务贸易协议》等新协议实施、粤港澳大湾区建设、"一带一路"建设等有利时机,推动CEPA的制度和政策创新,促进与内地双向对等开放,加强与内地的合作,更好地发挥CEPA的作用,增强服务业的发展能力。 The service industry which is heavily affected by CEPA is the pillar industry of Hong Kong.The issue whether CEPA has promoted the development of the service industry is controversial. This paper discusses the impact of CEPA on Hong Kong's service industry through factual investigation and econometric analysis. The result shows that CEPA has improved the degree of liberalisation of Hong Kong's service industry accessing into the Mainland and promoted the service trade between Hong Kong and the Mainland, which has a positive effect on the development of Hong Kong's service industry. However, affected by many internal and external factors, the promotion effect is not stable all the time. More specifically, it first increases then decreases with time going by. At present, Hong Kong should seise opportunities from national policies including CEPA,'Guangdong-Hong Kong-Macao Greater Bay Area'and'the Belt and Road'. It is necessary to promote the two-way opening with the Mainland. At the same time, strengthening the cooperation and integration with the Mainland is also important. Only by making these efforts, can Hong Kong take more advantages of CEPA and enhance the development of service industry.
