摘　　要： 高校法人治理结构改革被普遍认为是高等教育改革的一个可行举措,然而大多数研究主要集中在论证其必要性或法人治理方案设置上,缺乏对其具体改革过程的经验研究。本研究以中国南方某高校K大学的法人治理改革过程为案例,从政策执行视角出发,分析其政策目标、政策制定者、基层执行者,以及政策执行的环境。研究表明,政策目标的模糊、政策行动者之间信息沟通的'脱钩'和利益冲突、制度环境的不匹配而带来的'行政惯性'阻碍着K大学法人治理机构的改革进程。 The corporate governance reform has been well-accepted as a good reform policy for higher education sector in China.However,most existing literature mainly discusses the necessity and the blue print of the reform.Empirical study focusing on the practice of the corporate governance reform is rare.Based on a policy implementation perspective analysis on the governance reform process of K University in Southern China,this study argues that the blurring policy goal,the communication obstacle and interest conflict of policy actors,as well as the mismatching policy environment impeded the practice of the corporate governance reform in K University.
