摘　　要： 调研国外的科学数据生命周期管理模型,以生命周期为视角对最新出台的《科学数据管理办法》从科学数据采集汇交、增值处理与分析、长期保存以及共享利用四个方面进行解读。在此基础上总结了《办法》对我国科学数据管理工作的指导意义在于:提出科学数据管理的两大原则、以制度形式规范科学数据管理、尊重知识产权以及建立激励机制以提升管理能力。最后提出《办法》尚存的不足在于:缺乏与之相配套的实施细则以及一些具体问题尚未界定清楚。 This paper investigates the scientific data life cycle management models of foreign countries,and interprets the latest rules of scientific data management from the aspects of scientific data collection,value-added processing and analysis,long-term preservation and shared utilization from the perspective of life cycle.On this basis,this paper sums up the guiding significance of the scientific data management in China,including proposing two principles of scientific data management,standardizing scientific data management in institutional form,respecting intellectual property rights and establishing incentive mechanism to improve management ability.Finally,this paper puts forward the remaining shortcomings of the rules for example,the accompanying regulations are dlficient and a number of specific issues have not yet been clearly defined.
