摘　　要： 近十几年来我国逐渐形成了以城市扩张为中心的“急速城镇化”,导致了一系列经济社会问题,造成耕地资源过度耗费,严重威胁到国家的粮食和生态的安全。当前中国的城市扩张主要是由地方政府主导,而财政分权对当地政府的行为有着重大的影响。在现行的财政分权体制下,地方政府拥有强烈的城市扩张冲动。论文基于我国省级面板数据探究“财政分权”对“城市扩张”的影响。研究结果表明,省级财政收入分权对城市扩张具有正向推动作用,省内财政支出分权同样对城市扩张具有正向推动作用。 Over the past decade，China has gradually~rmed the”rapid urbanization”which centered on urban expansion and caused a series of economic and social problems，such as an excessive consumption on~rmland and a serious threat to the country S food and ecological security．The current urban expansion in China is mainly dominated by local governments，while the fiscal decentralization has great influence on local government S behavior．Under the current fiscal decentralization system ，the local government has a strong impulse to expand the city．Therefore，based on provincial panel data，this paper focuses on the influence that fiscal decentralization has on urban expansion．The regression results indicate that the provincial fiscal revenue decentralization has a positive effect on the urban expansion and decentralization of fiscal expenditure in the province also has the positive efect on such expansion．
