摘　　要： 文章尝试通过对国际图联相关政策和行动分析,为我国图书馆界开展灾害风险中的文化遗产保护工作提供思路。作者从组织立场、工作原则和具体行动3个方面展开讨论,分别阐述了国际图联在文化遗产与灾难保护方面的话语构建、基本立场和相应的工作原则,进而讨论其具体行动的情况。作者发现,国际图联因政治和社会环境等原因在开展风险灾害中的文化遗产保护时有诸多困难,数字化可以突破多方面限制,开始成为了灾害保护的一个基础性手段。 It attempts to provide ideas for cultural heritage protection for Chinese libraries participating in disaster risk by analyzing the relevant policies and actions of IFLA. From aspects of organizational standpoint, principle and concrete action, the author respectively expounds the discourse construction, basic position and principle of IFLA in cultural heritage, and discusses the specific actions. It found that there are difficulties to protect cultural heritage in disaster risk due to political and social environment reasons. Digitization can overcome various limitations and become a basic protection means.
