Employing the method of governmental documents analysis, this paper deals with the logic underlying the transformations of consumption institutions in China from the early 1950s to the late 1990s from a macro-perspective.It is argued that in a totalitarian state, consumption is not something totally at individuals' disposal, but rather something deeply shaped by the state's policies and institutional arrangements.Meanwhile, the state's institutional arrangements of consumption have much to do with the situation of incentives to labor.Furthermore, the relationships between consumption institutions and incentives to labor vary with the state's legitimacy resources. Thus, there is a logical path underlying the change of the institutional arrangements regarding consumer lives and labor motivation, and this path is closely related to the change of the state's legitimacy resources.
