摘　　要： 人民与代表在政治理论与政治修辞中常常紧密关联,几乎所有的现代政府均宣称它们在代表人民行使权力。但人民与代表之间的关系尚缺乏足够清晰的理论说明,这严重妨碍了我们对现代政治秩序与政治代表过程的理解。从人民与代表概念的学术和日常语境来看,作为主权者的人民实际上是通过两种不同的方式与代表关联在一起的:其一,人民以代表者的身份代表着分散的民众;其二,人民又作为被代表者被其代理人以"代行为"的方式所代表。我们可以由此阐明一种以人民为中心的双重代表模式。该模式借助于作为主权者的人民所具有的公共性,为调和传统政治代表模式尤其是西方代议制民主模式中利益代表与意志代表的持久冲突提供了新的思路。 The people and representation are often closely linked in political rhetoric,and almost all modern regimes claim that they wield power on behalf of their people. However,the relationship between the people and representation still lacks clear theoretical explanation,which seriously hampers our understanding of modern political order and political representation process. In the academic as well as daily contexts,the sovereign people are actually associated with their representation in two different ways. Firstly,the people as the representatives represent the dispersed multitude. Secondly,the people as the represented are represented by their agents in the form of"representing as acting for."We can therefore propose a new mode of political representation:the people-centered dual representation. This mode,underpinned by the publicity implicated in the sovereign people,provides a new way of thinking for reconciling the long-lasting conflicts between interests and will in political representation,especially in the western representative democratic system.
