摘　　要： 跨界污染治理有别于在特定行政区划内实施的环境污染治理,它必须以各地方政府及其部门之间的通力合作为前提。从中国跨界污染治理的实践来看,行政协助能够为地方政府及其部门的合作提供必要的制度支撑,但它也存在较为明显的失范问题。为此,必须从跨界污染治理中行政协助的基本原则、主体范围、适用条件、实施程序、责任承担五个方面着手,实现跨界污染治理中行政协助的制度构建,以全面推进中国跨界污染治理的实施进程。 Governance of transboundary pollution is distinct from the environment protection in a prescribed area, as it is premised on the cooperation between local governments or other departments. From the practical perspective of the governance of transboundary pollution in China, administrative assistance system- atically supports local governments and other departments on their cooperation. However, administrative assistance still lacks legal regulation. Therefore, it is important to have system construction in the governance of transboundary pollution, which is based on five aspects ： the basic principle of governance of transbound- ary pollution, the range of subject, the applicable condition, the implementary process and its accountabili- ty, so as to accelerate the practice of the governance of transboundary pollution.
