摘　　要： 旅游财政政策作为调控手段,在区域旅游经济发展中起着非常重要的作用。依据调整的CobbDouglas生产函数模型,对潮州市2001-2016年财政支出对旅游业的投入、旅游民间投资和旅游总收入等经济指标进行平稳性检验、Johansen协整检验和格兰杰因果检验。分析结果表明,潮州市旅游总收入与旅游财政支出和旅游民间投资都存在正相关的长期均衡关系;相比于旅游民间投资,旅游财政支出对旅游收入的影响程度更大,刺激速度更快。潮州市旅游经济发展应在旅游财政支出和民间投资方面加大投入力度,通过有效利用财政预算政策手段扩大旅游财政投入资金规模,通过财政支出政策手段将财政资金引导至旅游重点领域以提高旅游财政投入资金效率,通过打造多元化融资旅游开发平台和大型旅游企业集团促进旅游民间投资。 As a macro-control measure, tourism fiscal policy plays a significant role in the developmentof regional tourism economy. Based on a adjusted Cobb-Doug-las production function model, several tests, in-cluding Stationary Test, Johansen Cointegration Test and Granger Causality Test, were conducted on economicindexes such as the tourism fiscal expenditure, folklore investment and tourism revenue in Chaozhou from 2001 to 2016. The result indicated the positive long-term equilibrium correlations between tourism revenue and tour-ism fiscal expenditure and folklore investment in Chaozhou. Compared with tourism folklore investment,tour-ism fiscal expenditure had greater impact and faster stimulation on tourism revenue. The deveplent of tounismeconmy in Chaozhou should increse investment in tourism finacial expenditure and folklore inrestment.Through the measures of integrating tourism finance funds, clarifying the key areas of financial support and es-tablishing cooperation mechanisms for areas receiving financial help, the tourism expenditure system will beimproved. Private investment on tourism will be promoted with the construction of diversified financing devel-opment platform and large tourism enterprise groups.
