摘　　要： 北宋庆历四年,发生了一起颇为轰动的“进奏院案”,主官苏舜钦因行为失当被削职为民。进奏院主管封建官报的编辑出版。统治者对进奏院官员有着严格的管控。这正是解读“进奏院案”的关键所在。 Qingli four years in Northern Song dynasty, there is quite a big stir case in the department of Jinzouyuan. The officer Su Shunqin is reduce from an official to the commoner for misconduct. Jinzouyuan responsible for the management of the feudal official newspapers. The ruler have strict requirements to the officers of Jinzouyuan. It＇s the point to interpret the Jinzouyuan case.
