摘　　要： 国内大学的学术人员为何难以成为“钱学森之问”所言的“杰出人才”一个重要原因在于学术职业化程度太低。学术职业化程度低则主要源于政府权力的越界，使得学术场域难以成形，学术逻辑无法得到尊重。在新的发展时期，应在反思政府对于学术人才培养和管理的目的、职能和手段的基础上，厘清政府的权力边界，建构成形的学术场域，提高学术职业化程度，营造杰出人才辈出的制度环境。 Why is it difficult for academic staff in domestic universities to be“outstandingones”referred by“The Qian s doubt”?An important cause is their limited academic professionalism,which mainly results from the“overly broad”of government power,which saps the autonomy in the academia and ignores the academic logic.In a new period of development,with the governments clarified aims,functions and methods in cultivating and managing talents,power boundaries will be set precisely under the regulation to achieve a mature academia,galaxy of talents,where their professionalism will level up.
