摘　　要： 地盘现象是政府组织部门分工的附带产物,有着多种表现形式。既有研究普遍关注地盘病,探讨其'病因-病症-病方',本文运用系统分析方法从'机遇窗口(输入)-行动策略(反应)-新地盘开辟(输出)'的角度构建了一个政府职能部门开辟新地盘的过程模型,并结合F市民政局推动社会工作发展的案例,深入分析影响该过程的各种因素。开辟新地盘的机遇窗口通常是被众多制度锁链关闭的,只有在特定的环境需求力量和议程设定力量的共同冲击下,才会开启。当机遇窗口开启之时,政府职能部门通常会采取标记、塑造和防卫等行动策略来开辟新地盘。开辟新地盘的成败往往取决于本级政府的指令性和职能部门的自主性之间能否进行良性的互动。本文的研究有助于加深对政府组织部门分工的理解。 With a variety of forms,turf phenomena are by-products of division of labor within government.While the existing research focuses on the turf disease and its 'causes-symptoms-remedies',the objective of this paper is to open the black box of turf establishment. Drawing on the literature,this paper attempts to develop a process model of how governmental department establishing a new turf,including window of opportunity(input),action strategies(response),and new turf establishmen(toutput). Moreover,the process model is substantiated by a case study of how Bureau of Civil Affairs of F Municipality establishing the turf of social work. The analysis reveals that the window of opportunity is normally locked by various kinds of institutional chains,but those chains can be broken by join forces of environmental requirement and policy agenda setting.Once the window of opportunity is open,the governmental department can take three steps to establish a new turf:Mark,construction and defense. For establishing a new turf successfully,the positive interaction between the whole government and the governmental department is very important. However,future research should seek to describe and explain two related phenomena. While the first refers to some governmental departments that refuse to establish a new turf,the second is the transfer of turf ownership. Findings of this paper will contribute to the studies on division of labor within government. On the one hand,the turf establishment should be viewed as a mechanism to produce division of labor. On the other hand,it is impossible to solve the ambiguity problem in division of labor once and for all,owing to territorial infringements.
