摘　　要： 国家治理观的主旨在于回应三个核心问题:国家治理目的是为了谁,应以谁为中心?国家治理的标杆是什么,目标指向何在?权力是国家治理的核心依托,它是一柄双刃剑,国家治理应如何实现公权的有效约束?文章认为,习近平新时代中国特色社会主义思想的国家治理观对这三个问题给出了响亮的回答,也就是:构建以人民为中心的治理价值观,以实现国家治理现代化为目标的治理指向观,以实现有效约束为前提的公权监督观。 The concept of state governance is mainly about three key issues: Who is state governance intended for and who should it put at the center? What is the benchmark of state governance and what are its goals? As the core support of state governance, power is a double - edged sword. How can state governance effectively constrain public power? The concept of state governance in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has unequivocal replies: to build the people-centered values of governance, to achieve the goal of modernizing state governance and to oversee public power based on effective constraints.
