网络信访的政府回应——基于2014—2018年广州市政府网站信访数据的分析

摘  要: 基于2014—2018年广州市网络信访数据,从政府、公众、信访事项三个角度,分析了处理层级、涉及部门、社会关注度、信件类型、信访次数、影响范围、复杂程度等因素对网络信访的政府回应的影响。研究发现,多次信访的事项、影响范围较小的事项以及涉及部门少的事项更容易得到彻底解决;咨询类事项相较于意见建议类和举报投诉类事项更容易得到解决。在当前的背景下,网络信访工作的重点应该是加强对初次信访的解决以及对信访事项的追踪调查,同时应重视影响范围较大、涉及部门较多的事项,强化信访事项涉及的横向部门以及纵向政府之间的沟通合作,提升政府回应。 Based on the petition data of Guangzhou government website from 2014 to 2018,this paper analyzes influencing factors on the government response of network petition from the perspectives of government,public,and matters,including governmental level,related departments,social attention,type of petition,frequency of petition,scope of influence,and complexity of petition.The research finds that multiple petitions,petitions that have small range of influence,and petitions related to less departments are more likely to be completely resolved,and consulting petitions are easier to resolve than suggestions and complaints.In the current,the focus of the work on network petition should be to strengthen the resolution of initial petitions and follow-up investigations on petition.At the same time,in order to optimize the government response,the government should pay attention to petitions with larger scope of influence and involving a large number of departments,and strengthen communication and cooperation between the horizontal governmental departments and vertical governments involved in petitions.
