摘　　要： 高水平大学集群发展是粤港澳大湾区打造国际一流湾区、国际创新中心和现代产业体系的动力之源。与世界一流湾区相比,粤港澳高水平大学集群发展的短板明显。为实现高水平大学集群发展带来的＂抱团创新＂,亟待从教育管理、体制机制、法律政策等多方面采取措施促进粤港澳大湾区高水平大学的集群发展。 The cluster development of high-level universities in Guangdong-Hong Kong-Macao greater Bay Area is the driving force source of building a first-class Bay area,an international innovation center and a modern industrial system. Compared with the world-class bay areas,the shortcomings of cluster development of high-level universities in Guangdong-Hong Kong-Macao Bay Area is obvious. To achieve joint innovation through cluster development of high-level universities,it is urgently necessary to take various measures such as educational management,institutional mechanisms,legal policy to stimulate the cluster development of high-level universities in Guangdong-Hong Kong-Macao greater Bay Area.
