摘 要: 面对日益严峻的生态环境问题,实践工作者和理论研究者对其如何治理进行了深入探讨。实践证明,无论是采用市场调控模式.还是政府强制模式.或是企业自觉模式对生态环境问题加以治理.在运行一段时间之后.都会陷入不同程度的困境。而多元共治模式的提出,则突破了单一主体治理模式的局限,旨在通过主体的多元化,实现治理过程的协商化、治理结果的实效化。比较分析生态环境单一治理模式各自内涵和特点、彼此之间的优缺点.可以看出.多元共治模式无疑是对单一主体治理模式的突破。 In the face of increasingly serious ecological and environmental problems, practitioners and theorists carry out a deep discussion. Practice has proved that any mode will be trapped in different extents, no matter what both market regulations are, or gov- ernment enforcement mode, governing the enterprise of consciously mode of ecological and environmental problems. Proposing pluralism mode breaks through the limitations of a single subject of governance model. Diversification of the main governance may realize process of consultations, and the effectiveness of the treatment results. Pluralism mode is undoubtedly a breakthrough to the governance model of a single subject by comparing analysis of the content and features of each of the ecological environment single gover- nance model, including between its advantages and disadvantages .
