摘　　要： 行政系统权力垂直运行所蕴含的中央地方关系、各层级政府间关系的理顺，以及横向结构所蕴含的部门设置、部门间协调配合机制的形成，都有赖于明晰职能。明晰职能就是要根据历史发展阶段的不同、根据所处行政层级的不同来进行职能配置和区分，具体包括：一要依据政府职能的动态性特征，随着社会发展阶段、发展水平和公共管理问题的不同而配置职能；二要依据政府职能的整体性特征，随着所处层级政府的不同而区分不同的职能重点和内容：三要根据行政总体目标的分解来配置和区分各部门职能。只有通过明晰职能使不同层级的政府及部门有其个性和功能，并以此为基础，才能有效理顺权力垂直运行关系、建立职能有机统一的大部门体制和健全部门间协调配合机制。 It all depends on a clear function to direct the vertical relations between the central government and the different level local governments, and to shape the system cooperation of departments. To clear the functions is to establish and differ the functions according to those changeable characteristics of government functions and social developmental stages, levels and public administration problems, to decide the main content of the functions according to the entire characteristics of governmental functions and levels, to decide each department's functions according to the whole administrative aims. The vertical powers can function effectively only on the basis of clear functions at different governmental levels, thus, a big department system and a cooperative system could be established.
