摘　　要： 以当代中国环境治理为背景,本文通过定性混合研究方法对三例环保事件等进行分析,讨论了国家对社会资本生长的影响机制。环境治理中的动员风险和污染风险催生了国家的控制战略和主导策略。在制度上,控制战略限制了以环保NGO为载体的结构资本生长。在行为上,控制战略限制了国家的策略集并形成主导策略,主导策略塑造出国家与环保NGO的＂主导-附庸＂关系、国家与公众的＂治理-依赖＂关系,使环保NGO成为政府治理工具、公众舆论工具,并表现为附庸角色和机会主义行为。在意识上,环保NGO的角色与行为弱化了自身主体意识和效能意识,降低了公众对环保NGO的互惠信任意愿,而国家现实绩效的提升会加剧该状况,最终阻碍认知资本生长。综上,基于对环境治理的分析,本文展现了国家从结构到认知两个层面上对社会资本生长所构成的抑制效应。但在不同治理领域或个案中,国家会因治理的环境特征而表现出策略差异,使本文结论不宜被直接推广至其它经验中。 Based on environmental governance in contemporary China,this paper discusses the impact of state on social capital growth through analyzing the three environmental events by mixed research method.The mobilization risk and pollution risk in environmental governance have spawned the state's control strategy and dominant strategy.At the institutional level,the control strategy limits the growth of structural capital,such as the development of environmental NGOs.At the level of behavior,the control strategy limits the state's strategy set and promote the generation of dominant strategy which shapes the'dominant-vassal'relationship between the state and environmental NGOs as well as the'governance-dependent'relationship between the state and the public.Therefore,environmental NGOs have become the state's governance tool,the public's public opinion tool,and manifested themselves in a vassal role and opportunistic behavior.At the level of consciousness,the role and behavior of environmental NGOs weaken their own subjective consciousness and awareness of efficacy,which reduces the public's willingness to trust and support them,and the improvement of the state's performance will exacerbate this situation,which finally hinder the growth of cognitive capital.In summary,this paper systematically shows the inhibitory effect of the state on the growth of social capital from the structure to the cognitive level.However,in different governance areas or cases,the state may adopt different strategies due to the environmental characteristics of governance and therefore this conclusion should not be directly extended to other experiences.
