摘 要: 2002年,国务院颁布《电力体制改革方案》,发电侧引入竞争机制,体制转型期发电行业的效率变迁备受关注。本文以2002—2005年各省市区发电行业的DEA技术效率值为基础,利用面板数据的固定效应模型考察和识别了电力体制转型期间产权结构、市场结构、燃料成本和技术对发电行业技术效率的影响。实证结果表明:国有资产比重过高和小机组的大量存在会损害发电行业的技术效率;企业规模和技术效率之间呈"U"型关系;煤炭价格与技术效率显著负相关,而出厂电价与技术效率显著正相关;运输费用是燃料成本的重要构成部分,煤炭稀缺程度将影响地区发电行业技术效率;行业竞争程度与技术效率的关系尚难确定。 The technical efficiency of power generation has attracted more attention since competition mechanism was introduced in 2002. Using DEA model, this paper measures the technical efficiency scores of power generation in each province during 2002--2005. Based on the fixed effects estimation on the panel data, we analyze the determinants on technical efficiency during the transition period. The results suggest that high share of state-owned assets and small plants causes great damages to the technical efficiency; the relation of scale of plants and technical efficiency presents a "U" curve; the correlation between technical efficiency with coal price is negative, while positive with electricity price; transport costs is an important part of fuel cost, and scarceness of coal in a region will influence the technical efficiency; the relation of competition and technical efficiency isn't confirmed.
