摘　　要： 建立健全基本公共服务均等化法律规范体系是实现＂四个全面战略＂的时代要求。基本公共服务均等化立法是一个系统工程,在价值追求上要实现公平与效率的协调发展;在立法模式上,在相当长时期内应当实行分散立法,集中立法只是未来立法的一种理想;在立法层级上,实行中央立法为主,地方立法为辅,允许地方就区域性基本公共服务均等化自主立法,并根据全面深化改革和当地的现实需要,进行适度的先行性立法。同时,基本公共服务均等化立法应该遵循基本公共服务均等化的差序性实现原则和政府供给与管理原则。 The establishment and perfection of the legal regulation system of basic public service equalization is the demand of era in realizing the Four- pronged Comprehensive Strategy. The legislation of basic public service equalization is a systematic project which values the harmonious development of fairness and efficiency. In terms of legislative mode,decentralized legislation will be adopted within a long period of time and concentrated legislation will be the ideal mode in the future. In terms of legislative hierarchy,central legislation will be the major type supplemented by local legislation which allows the local government to conduct autonomous legislation on regional basic public service equalization and to conduct moderate beforehand legislation upon the request of the overall reform and local reality. Meanwhile,the legislation of basic public service equalization shall follow the principles of chronological order and government providence and management.
