摘　　要： 大数据时代的来临以及大数据战略的提出,对我国政府治理理念、治理范式和政府数据治理带来了极大的冲击,促使政府推进治理机制制度变革。基于大数据时代的基本要素和基本要求,政府治理机制创新和变革的进路应当是在政府职能、政府治理责任、治理目标、信息自由等方面的变革。行政法治为大数据时代政府治理创新提供规范基础,政府职能转变服务于政府治理创新,公众参与成为促进大数据时代政府治理创新的重要参与力量。 The appearance of the big data age and strategy is a huge impact on the concept and paradigm of China’s governmental governance and the governance of the governmental data;it consequently promotes the government to reform its governing mechanisms and institutions. To keep abreast with the essential factors and requirements of this age,the innovation and reform of governing mechanisms must center around government functions, government’s governing responsibilities and goals as well as freedom of information. The innovation of the governance reform relies on the administrational rule of law which provides a regulatory basis,the government functional transformation,and the public participation.
