摘　　要： 乡村振兴是乡村的全面振兴与发展,是满足农民对美好幸福生活的需求,是决胜全面小康社会、全面建设社会主义现代化强国的重要目标和载体。推动乡村振兴,要顺应国家治理体系现代化要求,立足乡村治理生态的新变化,以现代化国家的构建为引领,以转变政府职能为目标,从制度体系、行动体系与价值体系等层面构建乡镇服务型政府。构建服务型乡镇政府要以全面推动乡村振兴为价值导向,通过体制机制的完善补齐乡村发展的短板,增强农民幸福感与获得感,共建城乡命运共同体,积极推进乡村全面振兴与可持续发展。 Rural revitalization refers to the all-round revitalization and development of the countryside. It aims to meet the needs of the farmers for a better life. It is the important goal of and medium for finishing building a moderately prosperous society in all respects and turning China into a modern socialist country. To promote rural revitalization, we must conform to the requirements for modernizing the national governance system, take into account the changes in the rural governance situation, take building a modern state as the guide and transforming the government functions as the goal, and build service-oriented township governments from the perspectives of the institution, action program and value system. To that end, it is necessary to comprehensively promote rural revitalization as a value orientation, overcome the inadequacy of rural development through the improvement of institutions and mechanisms, enhance farmers’ sense of happiness and benefits, build a community of shared destiny for the urban and rural areas, and actively foster the all-round revitalization and sustainable development of the countryside.
