摘　　要： 运用文献分析法对土地产权制度改革及社会空间正义进行了综述性研究,分析了留用地制度创新的实践意义。通过对典型地区留用地政策的原因、形式、机制等进行分析与比较,揭示了留用地政策对社会经济空间的影响,以及留用地制度的历史遗留问题。认为应通过制度创新实现留用地的存量盘活、提质增效及空间规划与治理;应着重从改革征地制度、明晰土地产权、完善土地市场、规范土地管理等四个方面创新城市留用地制度。 By using literature analysis method, this essay summarizes land property right reform and social space justice, explores the practical significance of the retained land innovation. Secondly, it analyzes and compares the causes, forms and mechanisms of the retained land in typical areas, and reveals the influences on social and economic space and historical issues from retained land. it puts forward that it need to use inventory revitalization to realize the quality improvement and spatial planning management of retained land. It suggests the following four aspects： reform land requisition system; clarify land rights ; complete land market and regulate land management on retaining land innovation.
