摘　　要： 在民主理论中一直存在着规范性与经验性的内在张力。参与式民主不仅通过重申民主的规范性价值和公众参与,以图弥补经验性民主的缺陷,而且也不像早期规范性民主那样忽视民主经验性制度设计,而是试图通过建立参与型社会来实现民主的规范性价值。虽然这种努力并没有完全缓解民主规范性与经验性的张力,但参与式民主的理念被协商民主继承,促使民主的规范性与经验性走向统一。 There is tension between normative and empirical democracy. Participatory democracy tries to compensate defects of empirical democracy by reasserting normative value and public participation; unlike early normative democracy theory, participatory democracy also values empirical institution, trying to construct a participatory social to realize normative value of democracy. This attempt doesn t resolve the tension, but deliberative democracy inherits thoughts of participatory democracy, promoting normative and empirical democracy to unify.
