摘　　要： 交往行为理论是协商民主重要的理论基础。中国的协商民主运行机制包括协商的参与机制、对话机制、协商结果的运用机制,它们构成了从参与协商到提高决策质量这一完整的运作过程,这一过程体现了交往行为理论的基本理念。交往行为理论对保证协商参与主体的广泛包容性与平等性通过协商对话达成理性的共识,将协商的结果运用到公共决策中,从而促进中国协商民主运行机制的完善。 Communication action theory is an important foundation of deliberative democracy. Chinese deliberative democracy mechanism includes participation mechanism,dialogue mechanism and application mechanism of consensus,which compose the whole process from taking part in deliberation to policy-making improvement,reflecting the basic concept of communication action theory. This theory brings rich enlightenment to ensure inclusiveness and equality of deliberative participation,to reach consensus by deliberation dialogue and to apply consensus to public policy-making,so as to promote Chinese deliberative democracy operation mechanism.
