摘　　要： 在旧城改造和＂退二进三＂的产业结构调整中,广州的大量旧工厂被改造为创意产业园并成为工业遗产。在这一工业地遗产化过程中,制度起到了重要的推动和限制作用。工业遗产的保存、保护和再利用对制度的依赖程度较高,政策是引导工业地转型为工业遗产的关键因素。因此,需要完善工业地保护和再利用的制度措施,将自下而上自发形成的工业遗产纳入到制度化框架中,制定长效化机制以减少政策调整带来的不确定性,保证工业遗产的可持续发展。 In the transformation of old city and industrial restructuring from secondary industry to tertiary industry,a lot of old factories in Guangzhou have been converted into creative industrial parks.In this process,the institutional factors play an important role in promoting and restrictions.The protection and preservation of industrial heritage depends on the institutional factors in a high level.The degree of policy is the key factors to guide transformation from industrial land to industrial heritage.Therefore,it need to improve the industrial land re-use system to develop a long-term institutionalized mechanism,ensuring that the bottom-up formation of industrial heritage join into the institutionalized policy,reducing the policy adjustment of uncertainty,which is the only way to be conducive to the sustainable development of industrial heritage.
