大学内部治理的关键自变量及其改革路径

摘  要: 在大学内部治理的变量关系中,现代大学制度是因变量,影响现代大学制度建设的各种因素是自变量,其中具有决定性作用的自变量称为关键自变量,大学内部治理是联接因变量与自变量(关键自变量)的运行规则。现代大学制度必须在大学内部治理的运行规则下,通过改革大学的组织结构、管理制度、运行机制等关键自变量来实现。大学内部治理体系需要责任划分明确的组织结构、能够衡量管理绩效的制度体系以及科学、合理、高效的运行机制。 In the variable system of the internal governance in universities, the modern university system is the dependent variable, and among the independent variables that affect the construction of modern university system, the most determinative ones could be called the key independent variables. The internal governance in universities then could be seen as the operational rule that connects dependent and independent variables. The modern university system could only be realized under the operational rule of the internal governance and through the reform of such key independent variables as organizational structure, management system and operational mechanism. The internal governance system in universities calls for the organizational structure in which responsibilities of different parts are well claimed, the management system in which outcomes could be well evaluated, and the operational system which is scientific, justifiable and effective.
