广州市社区卫生服务机构人力资源配置现状分析

摘  要: 目的了解2010和2015年广州市社区卫生服务机构人力资源配置状况,分析存在的问题,为完善广州市社区卫生服务机构人力资源配置提供科学依据。方法应用Excel 2010软件整理从卫生行政部门获取的广州市2010和2015年社区卫生服务机构人力资源相关数据,进行对比分析。结果与2010年相比,2015年社区卫生服务机构的数量和人员配置总体呈上升趋势,但影像技师数、助产士数却分别降低了29.27%、42.50%。广州市每万常住人口社区卫生技术人员数、执业(助理)医师数、注册护士数分别为8.1人、3.4人、2.8人,每万常住人口全科医师数为0.46人。社区卫生人力资源结构中,中医医师数量、公共卫生医师数量所占比例偏低。结论广州市社区卫生服务卫生人力资源总体数量欠缺,全科医师缺口大,卫生技术人员的结构欠合理。建议采取多种措施稳定社区卫生人才队伍,增加卫生技术人员数量,加大全科医师培养力度,优化人员内部结构。 Objective To understand human resource allocation of community healthcare institutions in 2010 and 2015,and to provide a scientific basis for perfecting human resource allocation for community healthcare institutions in Guangzhou. Methods The data on human resource of community healthcare institutions in Guangzhou in 2010 and 2015 were compiled through Excel 2010 software,and the comparative analysis was made. Results Compared with that in 2010,the total number of community healthcare institutions' personnel in 2015 has been increasing. However,medical imaging technicians and midwives decreased by 29.27% and 42.50%,respectively. The number of community healthcare technicians,registered physicians and assistants,and registered nurses were 8.1,3.4 and 2.8 per 10 000 resident population,and the number of general practitioners were 0.46 per 10 000 resident population. Among community health human resources,the ratio of traditional Chinese medicine practitioners and public health physicians was low. Conclusion Health human resource of community healthcare in Guangzhou is lacking,the general practitioner is in bigger deficiency,and the structure of health technician is not reasonable. It is recommended to take various measures to stabilize community health personnel,increase health technicians,increase general practitioners training,and optimize personnel's structure.
