摘　　要： 目的 调查广州市社区卫生服务机构服务能力与承担分级诊疗任务要求之间存在的差距,为分级诊疗制度的顺利实施提供参考依据。方法 从相关部门获得真实的数据资料并对数据进行整理和分析,测算出需求差距。结果 与2010年相比,2015年广州市社区卫生服务机构的数量、人员配置和提供各项服务的数量总体呈上升趋势,但一些指标仍存在较大缺口。结论 与国家和广东省规划目标相比,广州市社区卫生服务机构需要大幅度提升服务能力,目前仍存在诸多限制其发展的各种障碍,仍需强有力的配套政策支持。建议：完善社区卫生服务机构建设和人员配备,加大注册护士、执业（助理）医师和全科医生等卫生技术人员的培养力度;改革服务模式,重视健康教育,在增加社区卫生服务机构基本医疗服务和公共卫生服务项目数量的同时,不断强化其服务能力。 OBJECTIVE Basing on analyzing the gap between the service ability of community health service institutions in Guangzhou and the requirement of undertaking different levels of diagnosis and treatment tasks, the paper provide reference for the successful im- plementation of the policy system. METHODS The real data were obtained from the relevant departments and then were sorted out and analyzed. Accordingly, the number of gaps was calculated. RESULTS Compared with 2010, the number, staffing and service pro- vision of community health service institutions in Guangzhou were on the rise in 2015, but there were still some gaps in some indica- tors. CONCLUSION compared with the planning objectives of the country and Guangdong Province, Guangzhou community health ser- vice agencies need to enhance their service capabilities, significantly there are still many constraints of its development of various ob- stacles, still need strong supporting policy support. Policy support is still needed The construction and staffing of community health service institutions should be improved; the training of health workers such as registered nurses, practicing physicians, general practi- tioners and so on should be reinforced; reform the service model, attach the importance of health education; the number of basic medi- cal service and public health service items of community health service institutions should be increased so as to improve its service capabilities.
