摘　　要： 政策制定和施行是图书馆事业发展的前提和先导。文章概括总结了当前推动我国公共图书馆事业发展的政策思想,分析了公共图书馆事业发展过程中体现出的政策建设特点,同时结合我国公共图书馆发展的现实状况和客观政策环境,提出有较大可能促进图书馆事业实现突破性进展的关键政策支撑点,即：坚持核心价值观的引导、加快法制化建设、明确体现“一体化”、与国家扶贫战略相结合、以社会需求引导服务供应。 Library policy formulation and implementation is the prerequisite and guide for the development of li- brarianship. The paper summarizes the current policy ideas promoting China＇ s public library cause, analyzes the characteristics of policy construction in the development of public libraries, combined with the reality of the development of public libraries and the objective policy environment in China, puts forward its own views on key points which are more likely to promote the librarianship, such as： adhering to the core values＇ guiding, accelerating the building of legal system, clearly reflecting the ＂integration＂, combined with the national poverty relief strategy, and guiding service supply by social demand. 30 refs.
