摘　　要： 论文对行业信息资源在区域一体化环境下的内在表现进行阐述,结合战略性、稀缺性、分散性、多向性的特点,思考区域一体化发展过程中行业信息资源保障体系的总体框架,提出规避风险、差异化结合与多主体分配的三大思路,并深入剖析影响行业信息资源保障体系的因素：市场与政策问题,信息公开与保护问题,成本与效益问题。 The paper discusses internal performance of professional information under the environment of regional integration and characterizes its features as strategic, scarce, scattered, and multi- directional. Based on it, the authors give some thoughts on the overall structures of the professional information resources guarantee system, with special emphasis on the influential factors that disturb the construction of the system, including market and policy, information publicity and protection, costs and benefits.
