摘　　要： 图书招标采购已成为图书馆文献资源建设的首选方法，图书供应商选择的好坏将直接影响到文献资源的质量。为推动图书馆从整体择优的角度来选择符合自身要求的合作伙伴，文章把变权原理引入图书采购的评标方法，建立评价指标体系。从法律法规的层面解析变权原理在评标方法中运用的合法性与合理性。研究发现，变权原理具有思路清晰、方法简便、使用面广、系统性强的特点，针对高校图书馆在保持个性化基础上的文献资源全面建设具有较好的适用性。 Books procurement by public bidding has become the preferred way to develop library collection; the selected book suppliers will influence the quality of library collection. In order to make the library choose the most suitable supply partners by evaluating the company＇s overall merit, this paper introduces the variable weight theory into the bidding evaluation of book procurement and sets up assessment indicator system. Finally, the paper analyzes its legality and rationality from the point of view of laws and regulations. The study finds that it is reasonable to use the variable weight theory in the bidding evaluation of books procurement as it has the characteristics of simplicity, convenience, practicability and systematicness .
