摘　　要： 法治化营商环境建设以充分保护企业的营业权利为目标，以厘清市场各类主体的法律责任为保障，以实施商事法律规范为基本手段，引领和保障自贸试验区发展。以构建自贸试验区法治化营商环境为标准，比较上海、广东、天津、福建四地自由贸易试验区的立法、监管与纠纷解决制度，厘清当前汕头华侨试验区制度建设的重点问题，不仅有利于推进华侨试验区的法治建设，而且有助于推进我国的法治经济建设。 Legal business environment can lead and ensure the development of PFTZ with the goal of tully protecting the rights of enterprises in the zone, by the measure of clarifying legal liability of the market subjects, by the way of implementing of commercial specifications.
