摘　　要： 改革之初,中央领导人相继对科学与社会协调发展、科学技术要面向经济建设等问题,作出一系列重要指示。受美国＂硅谷＂模式的启发,中科院研究员陈春先在个别地方政府官员的支持下,创办了中关村第一家民营科技企业。由于当时全国城市经济体制改革尚未启动,这家按照市场经济运作的企业甫一成立,便遭遇到计划经济体制下的传统思想观念的围困,最终在中央领导人的批示后,才走上正常的发展道路。这家民营科技企业走过的路印证了中国科技体制改革也经历了体制外先行的变革过程,具备上下互动的变革特征。 At the beginning of the reform period, the central leaders issued a series of important directives regard- ing the coordinated development of science and society and the orientation of science and technology in the face of economic construction. Inspired by the U.S. ＂Silicon Valley＂ model, Chen Chunxian, a researcher at the Chinese Academy of Sciences, with the support of individual government officials established the first private technology enterprise in Zhongguancun. Because the urban reforms had not yet been initiated, private enterprise operations based on a market economy faced challenges from the planned economy and the traditional ideology. It was only after instructions were issued by the central leaders that the enterprises could proceed on a normal development path. The process of the development of private technology companies is consistent with the process of top-down change in the field of Chinese science and technology outside of the system.
