摘　　要： 上海自贸区2013年建区,2015年扩区,经过几年的建设,在外资准入、贸易便利化、金融领域改革、事中事后监管制度方面取得一系列创新成果,经济成绩斐然。但是与之相关的不足之处也显露出来,负面清单的禁止范围不清晰,随着开放扩大贸易摩擦随之增加,金融发展低于预期,事中事后监管制度尚未完善。为了更好地推进上海自贸区的发展,分析认为应做到：改进负面清单监管模式,消除隐形壁垒;为贸易便利化提供条件,提高边际收益;完善金融领域改革,提高决策的灵活性,降低金融风险;完善事中事后的监管制度,引入第三方监督,降低政府的监管负担。 Shanghai FTA（Free Trade Zone）was constructed in 2013,and expanded in 2015.After several years of construction,a series of innovations and outstanding achievements have been made in foreign investment access,trade facilitation,the financial sector and the supervision system in process and afterwards.However,it also reveals related problems.For example,the forbidden range of negative list is not clear,trade friction increases with the opening of expanding,the financial development is lower than expected,the supervision system in process and afterwards is not perfect and so on.In order to promote the development of Shanghai FTA,we should improve the negative list to eliminate invisible barriers;provide good conditions for trade facilitation and increase marginal revenue;improve the reform in the financial sector to improve the flexibility of decision-making and reduce financial risk;introduce the third party supervision to improve the supervision system in process and afterwards and reduce the government’s regulatory burden.
