摘　　要： 社区民间组织的培育和发展是社区建设的一项新课题。形式多样、功能各异的社区民间组织越来越多地分担城市治理的职能。社区民间组织有利于整合社区资源，重建社会资本，并促进了基层政府职能的转变。培育和发展有自组织能力的社区民间组织是和谐社区建设的有效途径。 The cultivation and its development of the community civil organization is a new topic of community construction. The community civil organization with difference in form and function shares more and more function of city governance. The community civil organization is advantageous to integrate the community resources, rebuilding social capital and promote the transformation of grass-root government functions. It is an efficient path for building harmonious community to cultivate and develop the community civil organization with self-organizing capacity.
